Description

Céline BOULAY joined Agence Française de Development in 2002. She has an in depth knowledge and expertise in emerging market debt structuring, climate finance and risk management. For almost 12 years, she worked on non-sovereign activities, structuring infrastructure projects (energy, water & sanitation, urban transport) in Africa and Mediterranean region mostly and deepening transactions with the banking sector for better financial inclusion and mainstreaming climate finance (deputy head of financial institutions division from 2012-2016). She then joins the risk department to design the risk appetite framework before being appointed as advisor to the Director of Operations, where she works on the path of AFD operations (by country, sectors, etc)…As Deputy director of Partnerships, she contribute to deepen the cofinancing and resource mobilization with multilateral institutions, European partners, UN entities, Philanthropist, the private sector… Before joining AFD, Celine began her carrier as a financial auditor for Arthur Andersen after graduating from EDHEC, French Business School.
